Board of Directors

The meeting of the Board of Directors of the Society was called to order at 11:15 a.m. with President, Philip Perazio presiding.  A quorum was present (attendance attached)

A motion was made to accept the minutes from the last Board of Directors meeting as mailed by Ed Dlutowski, seconded by Brian Fritz.  PASSED

The  written and verbal Treasurer's report was accepted on a motion by Bob Oshnock, seconded by Ken Burkett.  PASSED

Elmer Erb Permanent Fund Trustees will be meeting on Sunday, Oct. 6, 2002 at the State Museum to reorganize, elect a Chair and decide up on internal audit to update account activity and balances.  A report will be made to the Board at the meeting to be held at ESAF in November.

Committee Reports:

Issues (reactivated), Membership Forum and Collections Curation (new) will report activities at the ESAF meeting in November.

The State museum?s new Collections Donation brochures are ready.  Chapters will be mailed a copy as soon as possible.

Annual Meeting- Mary Alice Graetzer reminded us that the 2003 meeting will be held in State College, hosted by Bald Eagle Chapter.  A host is needed for the 2004 meeting.
Registration and call for papers information will be mailed to members in the SPA Newsletter.

Old Business

Membership--promotions by way of logo clothing sales and decals have been moderately successful.  We need to utilized these items to maximize visibility of the Society.  Ideas are welcome.  Ed Dlutowski is donating the computer program for larger decoration to be used for this purpose.  The items are being promoted on the website at www. Quemahoning.com and through the SPA Newsletter.  See membership summary included in Discussion.
A resolution to thank Robert LaBar for his many years of service in the position of Chair of the Elmer Erb Permanent Fund Trustees was ordered at Annual Meeting.  The resolution was prepared and delivered.

Peabody Museum Crisis- letters of thanks were received by the Society for its support of the continued work and funding at the Peabody.  No final decision has been made concerning the outcome.

Journal Publication Schedule/Copyrights-The Board has grave concerns over the publication problems of the journal.:  

  • The journal is one year behind publication schedule.
  • Issues are in arrears in copyright documentation.
  • Status of manuscripts (editing and numbers) is unknown.
  • Editing process is very slow.
Discussion:      
  • Perhaps a Co-editor is needed--each editor would be responsible for only one edition per year thus giving them an entire year to go through the editing process.
  • An additional person would have the responsibility of securing the copyrights of each issue.  Verna Cowin volunteered to get the current copyrights up-to-date.
  • Centralize activities, editing, printing, distribution.
  • Compile a specialty issue of Student work and College Field School Reports. This was proposed at Annual meeting 2001.  Ed Dlutowski offered his services in this capacity. The president accepted the offer on behalf of the Society. Ed will solicit, edit and compile student reports to be included in a Pennsylvania  Education issue.  This will also promote student interest and possibly membership in the Society.  The Secretary will provide a list of campus contacts for this purpose.
  • Publish longer abstracts from papers present at Annual meeting in the journal.  Ask authors to provide expanded abstracts for this puppies.  This could be a responsibility of the program chairs at Annual meeting.
A motion was entered by Kurt Carr to have the Society contact the Editor to express the board's concerns about publications delays which affect membership and delay library binding for institutional members, to offer help either in manpower or in funding, and to inform the editor of the arrangements made by the board to solicit, edit and publish student papers in  The Pennsylvania Archaeologist,  seconded by Paul Raber, PASSED

Grant Reports:

Grant report deadlines of Oct. 30, 2002 from the Petroglyph project being conducted by Paul Nevin from the Conejohela Chapter is on time and documented.  The Society would like to thank Paul for a job well done and support his future efforts at the site.  Other grants are in the process of compiling costs of services and compiling reports.  Everything appears to be on schedule.

New Business

Archaeology Month Planning Process- The enormity of the Archaeology Month mailing and logistics of coordination have become a major undertaking.  The joint PAC/SPA committee representatives need to come together to decide on the best way to handle the task.
Suggestions were:

  • Develop a timetable for printing, assembling, mailing, etc.
  • Share information on printing numbers, mailing lists and donor solicitations.
  • Hire a mailing service to assemble and bulk mail the items.
  • Use grant funding to pay for the mailing services, additional printings or postage, if necessary.
  • Do a two part mailing to educators early and membership later.
  • Gather information from PAC and SPA members who have worked on Archaeology Month Preparations to establish guidelines for the process.
  • Update and maintain the website listed on the poster with links to the SPA and other sites.
We will attempt to schedule a joint meeting for winter 2002-03.  Suggestions and relevant information  should be written and brought to the meeting or send to the President or Secretary.
 
As part of Archaeology Month, Dr. Dean Snow has been scheduled to speak at Temple University.  Details are available on the Quemahoning website.

An official thank you will be sent from the Society to the Army Corp. of Engineers for their help in the printing the 2002 poster.
 
The President asked Ed Dlutowski if he would work on an updated membership form that can be downloaded from the website.

Crisis at the Carnegie- Severe funding constraints are being threatened for the Carnegie Museum on Natural History.  Entire programs may be cut, including cultural resource management and collections manager.  A hiring freeze is in effect.  On a motion by Ed Dlutowski, the SPA will write a letter of support for the positions, repository services and site survey recording work that must be continued by Anthropology  at The Carnegie addressed to Ellsworth Brown, President of the Carnegie Museums.  The motion was seconded by Paul Raber.  PASSED.  
The Society asks chapters and individuals to also send letters of support to: Ellsworth Brown, President, The Carnegie Museums, 4400 Forbes Ave, Pittsburgh, PA 
The full extent of the cuts in services will not be known until the Carnegie's board meets for the vote.  The impact on archaeology could be significant.

Discussion for the Good of the Society

Bill Tippins, Allegheny Chapter #1 is a new life member.  
William Funk, life member has passed away.

It was noted that Dick George will be retiring this year from The Carnegie.
